HCI: Bad Design

This is bad design for me due to the conflicting ideas shown. The contradictory ideas are the fact that the entrance is not completely shut off, while also having a sign stating it is exclusive parking. Does this mean that it truly is only for contractors to park, or is it that only when it is completely fenced off can cars park within the designated sections. The confusion alone will force drivers to think twice about the ambiguous meaning of the blockade.
